The Third Asia CCUS Network Forum
Hiroshima, 27 September 2023: The 3rd Asia CCUS Network (ACN) Forum was held at Hilton Hiroshima Hotel, Japan applying hybrid format on 27 September 2023. The event was co-hosted by the Economic Research Institute for ASEAN and East Asia (ERIA) as the ACN Secretariat and the Ministry of Economy, Trade, and Industry (METI) Japan. The Forum was opened by addresses from HE Mr Yasutoshi Nishimura, Minister of Economy, Trade, and Industry, Japan and Prof Tetsuya Watanabe, President of ERIA. Distinguished ministers and delegates of ACN member countries also delivered their remarks. The event was attended by more than 100 participants joining in-person and 350 participants joining online.
The Forum’s goal was to increase the understanding of CCS/CCUS on a commercial basis referring to current development progress of CCS technology, which ultimately could stimulate the deployment of the first CCS pilot project in ASEAN region. Keynote speeches was delivered by Dr Fatih Birol, Executive Director of International Energy Agency (IEA); Mr Noah Deich, Deputy Assistant Secretary for the Office of Carbon Management, Office of Fossil Energy and Carbon Management (FECM), United States Department of Energy (US-DOE); Mr. Jarad Daniels, Secretary General, Global CCS Institute (GCCSI); and Dr Yamamoto Koji, Vice President, Energy Business Unit, Japan Organization of Metals and Energy Security (JOGMEC).
The first panel discussion discussed the global trend of CCS which was moderated by Dr I Gusti Sidemen, CCS/CCUS Expert of ERIA and was attended by panelists from the Institute of Energy Economics Japan (IEEJ), The World Bank, and Mitsui & Co., Ltd. and the second panel discussion discussed on CCS Policy Roadmap which was moderated by Mr Shigeru Kimura, Special Advisor to ERIA President on Energy Affairs, with panelists of six members of the ACN Advisory Group, which are Australia, Indonesia, Japan, Malaysia, Thailand and United State.
The forum also witnesses 3 signing ceremonies in one of the sessions. The first was the signing of MOC between Ministry of Economy, Trade, and Industry (METI), Japan Organization for Metals and Energy Security (JOGMEC), and Petroliam Nasional Berhad (PETRONAS). The second was Terms of Collaboration signing between Department of Mineral Fuels (DMF), Thailand, and JOGMEC. The third was the signing of MOU between Japan CCS Co., (JCCS) and Victoria State Government, Australia.
In the last session, Dr Han Phoumin, Senior Energy Economist of ERIA, reported on ACN’s past activities in 2022 to 2023 as well as the activity plan for 2023-2024. Dr Phoumin also delivered the Joint Statement of the 3rd Asia CCUS Network Forum, which underlined the importance of CCUS in Asia to realize each countries’ goal towards carbon neutrality. The statement also underlined the important role of ACN as the platform consisting of governments, industry, academia, financial institutions, and international organizations to accelerate CCS and CCUS implementation through knowledge sharing and capacity building in the realms of CO2 storage capacity, legal and regulatory framework, and financing and carbon credit in Asia.
Finally, HE Mr. Yoshida Nobuhiro, Parliamentary Vice-Minister of METI, Japan delivered his closing remarks of this forum to emphasize CCUS implementation in Asia region with collaboration between Japan and Asian countries through the signings of MOU, MOC and TOR.
