JOGMEC Published CO2-EOR Guideline for ASEAN

Japan, 23 June 2023: Japan Organization for Metals and Energy Security (JOGMEC) has developed and published the “JOGMEC’s guideline for safe, long-term containment of CO2 using CO2-EOR (JOGMEC CO2-EOR Guideline).” It will apply its knowledge and experiences in developing natural resources and strengthen its support for CO2-EOR projects in which Japanese companies participate.

JOGMEC has been developing carbon dioxide capture and storage (CCS) and carbon intensity (CI) guidelines to establish institutional infrastructure aimed at energy security and climate change mitigation. It considers CO2-EOR (CO2-enhanced oil recovery), a technology to increase crude oil production by injecting CO2 into underground reservoirs, as an important method to accomplish energy transition; moreover, JOGMEC has established guidelines aimed to provide recommended work guidelines (guidelines) for the appropriate implementation of CO2-EOR, which can contribute to climate change mitigation.

Accelerating the Deployment of CCS in ASEAN: ERIA Participated in the South East Asia CCS Accelerator

Bangkok, 15-16 May 2023: The Global CCS Institute (GCCSI) in cooperation with Ministry of Energy Thailand and ASEAN Centre for Energy (ACE), organised the first South East Asia CCS Accelerator (SEACA) workshop. To help the ASEAN create a transition to a low-carbon energy future and tackle climate change, SEACA aspires to accelerate commercial CCS deployment in the region.

SEACA is built on three pillars that are crucial to the development of CCS projects: CCS Regulation, Enabling Policy, and Geological Storage Resource Development. The Global CCS Institute launched the Southeast Asia CCS Accelerator (SEACA), a platform for collaboration between governments and the respective agencies, international organizations, private sectors, and governments of developed economies with an interest in CCS in ASEAN to achieve net-zero emission target by deploying CCS technology.

Prospects of Natural Gas Market in EAS Region Examined at Workshop as Experts See Doubling of Natural Gas Demand by 2050

Jakarta, 21 February 2023: Applying existing and affordable fuels and energy technologies to expand the use of natural gas is one way to reduce greenhouse gas emissions. That was the gist of the message delivered by Prof Hidetoshi Nishimura, President of the Economic Research Institute for ASEAN and East Asia (ERIA), at a workshop on Prospects of a Natural Gas Market in the East Summit (EAS) Region Amidst Carbon Neutrality Pledges and Geopolitical Tensions. Held at Fairmont Hotel in Jakarta, the workshop was sponsored by ERIA and the Gas Exporting Country Forum (GECF).

Prof Nishimura said that decarbonising energy systems requires the rapid scaling up of existing cleaner energy sources and technologies with essential support for policy, fiscal, and monetary incentives, and appropriate market design.

Delivering the workshop’s opening remarks was H.E. Eng Mohamed Hamel, GECF’s Secretary General, who forecast that in the ASEAN region, natural gas demand was expected to more than double, rising to more than 350 billion cubic metres by 2050.

H.E. Mr Arifin Tasrif, Indonesia’s Minister of Energy and Mineral Resources, citing the country’s natural gas potential, said that the challenges are developing the infrastructure connecting the pipeline from western to eastern Indonesia, and creating a new policy framework to attract investment into the natural gas market. He mentioned that the use of natural gas has diversified into the fertiliser, petrochemical, and glass industries, amongst others.

Explores Green Financing Mechanisms to Accelerate Energy Transition in Emerging Economies

The Economic Research Institute for ASEAN and East Asia (ERIA) – the secretariat of the Asia CCUS Network (ACN) – co-organised a Think Tank20 (T20) event on 20 July 2022 to explore realistic green financing schemes for emerging economies. The event also sought to provide research-based policy recommendations and input for G20 leaders on the topic of climate change and energy transition. The Institute of Economic and Social Research Faculty of Economics and Business, University of Indonesia (LPEM-FEB UI) also co-organised the webinar entitled 'Emerging Economies towards Net Zero Emission: Challenges and Opportunities on Technology Innovation and Financing.’

Japan Oil, Gas and Metals National Corporation (JOGMEC) Published A Recommended CCS Projects’ Guideline

In May 2022, JOGMEC has published the first version of a “Recommended guideline for the implementation of Carbon dioxide Capture and Storage Projects (CCS guideline)”. This guideline aims to promote CCS business and assert the view of JOGMEC on CCS business.

JOGMEC has developed an operator-friendly guideline to support CCS deployment that contains recommended workflows from project planning to project closure as well as standards for evaluating CO2 storage resources and the amount of greenhouse gas reduction. The next step will be to study methodologies to quantify the amount of CO2 storage through CO2-EOR (enhanced oil recovery by carbon dioxide injection). It is believed that ’harmonisation’ is the key to the successful CCS deployment throughout Asia. JOGMEC aims to play a role in creating harmony among multiple stakeholders, to achieve CCS deployment in Asia, and the CCS guideline is one of the instruments we will use to achieve this goal.

The inclusion of natural gas in the global energy mix will be integral as the world deepens its energy transition process and increased energy demand in the future becomes inevitable.
